Executive Director- MS AISHA BABILONIA

Aisha M. Babilonia is the Founder and Chief Executive Officer of Habakkuk's Vision Charitable Ministries. She birthed Habakkuk's Vision in 2018, with a mission to impact and support formerly incarcerated individuals and families in overcoming the trials associated with incarceration along with providing a place of refuge and support for victims of Domestic Violence.

It has been her vision to provide support to those transitioning back into society after years of confinement. Specifically, seeking to address the vicious cycles of homelessness, poverty, and abuse that are pervasive.

Prior to her role as Founder and Executive Director of Habakkuk's Vision, Aisha herself experienced incarceration, after being the victim of domestic violence for many years. It is from her trials and tribulations navigating life after incarceration that she became inspired to help similarly situated individuals in need.

Ms. Miseka Diggs- Government & Policy Board Liaison

Ms. Miseka Diggs brings a powerful combination of lived experience, academic excellence, and frontline advocacy to our Board of Directors. A proud graduate of Rutgers University School of Social Work and current Master of Social Work candidate, Ms. Diggs has dedicated her life to being a voice for those who have too often been silenced.

Her commitment to community was recognized in 2026 when Rutgers University honored her with the prestigious Marcia Brown Community Engagement & Activism Award, a testament to the depth and impact of her work both locally and across the nation.

Rooted in Essex County, New Jersey, Ms. Diggs has been instrumental in mobilizing communities around some of the most pressing social justice issues of our time,  including voters' rights, the end of mass incarceration, and equal access to employment and housing. Her ability to move people to action, build coalitions, and sustain momentum for policy change is rare and invaluable.

What makes Ms. Diggs truly exceptional is that her advocacy is not based on theory,  it is personal. Her lived experience gives her an authentic understanding of the barriers faced by the communities we serve, and her professional relationships with key stakeholders, counties, and state partners give her the access and influence needed to turn that understanding into real change.

As our Government & Policy Liaison, Ms. Diggs will serve as a critical bridge between our organization and the legislative, governmental, and community systems that shape the lives of our clients every day.

She is also a devoted mother to a daughter she absolutely adores, a reminder that at the heart of all of this work is family, love, and the belief that every person deserves a fighting chance.

Ms. Debbie Underwood- Lived Experience Chair

There are people who work in community, and then there is Ms. Debbie Underwood. A true legend in Essex County and beyond, Ms. Underwood brings over 40 years of lived experience, community engagement, and relentless advocacy to our Board of Directors. She is not just a board member, she is a movement.

Ms. Underwood currently serves as a board member of the Essex County Continuum of Care, where she has long been a fierce and trusted voice for individuals and families experiencing homelessness.

Among her most groundbreaking contributions is the creation of the first-ever shelter grievance policy and protocol in Essex County, a historic achievement that has given some of the most vulnerable members of our community a formal process to be heard and protected. This policy ensures that concerns including unsafe living conditions, staff mistreatment, unfair rule enforcement, denial of services, privacy violations, and discrimination or harassment are taken seriously and addressed with accountability. In a system where the unhoused are too often without a voice, Ms. Underwood made sure one existed.

For over a decade, Ms. Underwood served as Outreach Chair, organizing and leading street outreach events that brought services, dignity, and human connection directly to people where they were. In 2022, she passed that torch to Ms.  Aisha B Campbell,  not because her work was done, but because great leaders build other leaders.

Ms. Underwood also holds a vision close to her heart, to one day open a pet-friendly homeless shelter. She understands deeply what so many overlook: that for someone navigating trauma and instability, a beloved pet is not a luxury , it is a lifeline, a source of unconditional love, and often the one constant in an uncertain world.

When you see Debbie Underwood walking through Essex County, don't be surprised if she stops every few steps,  because everyone knows Ms. Debbie, and Ms. Debbie knows everyone. She is a daughter, a mother, a grandmother, and a cornerstone of this community.

We are honored to have her power, her heart, and her history on this board.
